His Excellency the Minister of Justice, Dr. Walid bin Mohammed Al-Samaani, approved the new executive regulations of the Lawyers’ Law, which include various procedures, controls and rules to implement the provisions of the Lawyers’ Law. It aims to enhance the regulatory framework for training registered with law firms and accredited training centers, ensure the quality and efficiency of training, improve the quality of outputs, empower trainees, increase training opportunities, and regulate the registration process. It also aims to clarify the rights and obligations of both the trainer and the trainee.

The executive regulations aim to enhance the regulatory framework for the legal profession in line with modern international best practices. It also seeks to enhance the Kingdom’s competitiveness and improve its business environment by facilitating the provision of basic legal services to investors and business owners in various sectors, including:

1. Raising the quality and efficiency of training in law firms and accredited training centers and empowering trainees.
2. Developing the regulatory framework for the legal profession in accordance with international best practices.
3. Enhancing the competitiveness of the Kingdom of Saudi Arabia and improving the business environment by supporting the provision of legal services needed by investors and business owners in various sectors.
4. Raising the level of professional competence of practitioners and enhancing commitment to the principles and rules of professional conduct.
5. Developing the legal profession, raising its professional level and supporting legal innovation.
6. Improving the efficiency of the judicial system by raising the level of legal professionalism, facilitating access to legal services and enabling preventive justice.

Most prominent developments in the new executive regulations of the Lawyers’ Law

One of the most prominent developments in the new executive regulations of the legal profession system is the collection and abbreviation of the subsidiary legislation regulating the profession. 

This is proceed by including in the executive regulations the regulations for licensing foreign law firms, the rules for monitoring and filing disciplinary lawsuits and considering them within the executive regulations of the system, and including the rules for limiting conflicts of interest for those who previously worked in the judiciary in the rules of professional conduct for lawyers.

Provisions for practicing the profession via electronic platforms

The regulation has organized the provisions for practicing the profession via intermediary electronic platforms, including the lawyer’s obligations when displaying the profession’s work via these platforms, such as maintaining confidentiality, not misusing data, and avoiding conflicts of interest.

Developing the legal profession in the new regulations

The regulation contributes to raising the level of professional competence of practitioners and activating the lawyer’s professional and social responsibility, as well as enhancing commitment to the principles and rules of professional conduct, in addition to developing the legal profession, raising professional standards, and supporting legal creativity.

The regulation also aims to enhance the efficiency of the judicial system by enhancing professional commitment among legal practitioners, facilitating access to legal services, and also enabling preventive justice, developing licensing and regulating procedures for the profession, and enhancing digital transformation in it.

All of this ultimately serves to achieve the Kingdom’s vision and national goals and keeping pace with the profession to transform into benefiting national sectors.
